Kathmandu, February 8, 2026: Nepal-India Chamber of Commerce and Industry (NICCI) and the University of Nepal (UNepal) proposed the government to form Industry-Academia-Government (IAG) Framework, a permanent structure to create conducive business environment.

At a high-level strategic consultative meeting today at the Office of the Prime Minister and Council of Ministers (OPMCM), Singha Durbar, NICCI and UNepal proposed Industry-Academia-Government (IAG) Framework, a national initiative aimed at strengthening evidence-based policymaking, industry competitiveness, and academic engagement in Nepal’s development agenda.

The meeting brought together senior government officials led by Chief Secretary Suman Raj Aryal, along with secretaries from key ministries, representatives from NICCI and the leadership of the UNepal.

The session opened with presentation, from the chair of the Executive Committee of the Board of Trustees Lal Krishna KC, on the draft IAG Framework. The concept proposes a structured national platform to bridge long-standing gaps between policy priorities, industry needs, and academic research.

UNepal and NICCI are the initiators of the IAG framework and have asked the government to join hands, but it will have a larger platform of all the private sector organizations and universities and think tanks soon.

K.C. presented the AIG objectives, priority sectors, focus areas, synergy submit for National IAG charter and its institutional design with structure and engagement of stakeholders, road map for implementation along with result matrices for performance measure from evidence-based policy formulation and execution.

The proposed framework positions government as a strategic facilitator, industry as a driver of market relevance, and academia as an integrative, evidence-generating partner. The IAG model emphasizes execution-oriented collaboration, data-driven design, and long-term institutionalization rather than one-off events or short-term projects.

The secretaries welcomed the initiative and underscored the need to strengthen Nepal’s research and innovation ecosystem. They highlighted the importance of building applied research capacity within universities, expanding industry participation beyond a single Chamber, and ensuring measurable, impact-level outcomes. The need for national standards, intellectual property systems, skill-based industries, and stronger R&D linkages was also emphasized.

The secretaries in the meeting applauded the IAG Framework concept and said that they were happy to work together for national and public interest at large. The meeting concluded with a shared commitment to building a sustained, institutional collaboration platform that aligns policy, industry, and knowledge systems in service of Nepal’s long-term economic transformation.

Discussions further stressed inclusivity, alignment with national interest, and improved data integration across government, academia, and the private sector. Opportunities in energy efficiency, power trade, and emerging areas such as green hydrogen were noted as potential areas of collaboration.

Vice chancellor Dr Arjun Karki, Registrar Dr Surya Raj Acharya, and representatives of University of Nepal highlighted their commitment to introducing industry-relevant academic programs, including micro-credential initiatives, and strengthening the role of academia as an independent knowledge partner serving national priorities.

Likewise, NICCI representatives affirmed the private sector’s readiness to contribute and indicated ongoing engagement with other apex business chambers to broaden participation.

In his closing remarks, Chief Secretary Aryal expressed strong support for the framework and called for swift collective action to move from concept to implementation. He linked the initiative to the government’s broader reform and re-governance efforts, encouraging stakeholders to expand the framework’s reach and impact.

The meeting also agreed to convene a follow-up meeting to refine and advance the IAG framework, and engage apex business bodies including Federation of Nepalese Chamber of Commerce and Industries (FNCCI), Confederation of Nepalese Industries (CNI) and Nepal Chamber of Commerce (NCC) for broader industry representation.

NICCI vice president Kunal Kayal, Director General KM Singh, IAG Initiative lead Jay Nishant also took part in the discussion.

सरकार, उद्योग र शैक्षिक क्षेत्र मिलेर समृद्धिको लागि राष्ट्रिय सहकार्य गर्ने निक्कीको प्रस्ताव

काठमाडौँः नेपाल–भारत उद्योग वाणिज्य संघ (निक्की) र नेपाल विश्वविद्यालयले नेपालमा व्यवसायमैत्री वातावरण सिर्जना गर्न स्थायी संरचनाको रूपमा उद्योग–शैक्षिक–सरकार (आएजी) संरचना गठन गर्न सरकारसमक्ष प्रस्ताव पेश गरेका छन्।

सिंहदरबारस्थित प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालयमा आयोजित उच्चस्तरीय रणनीतिक परामर्श बैठकमा निक्की र नेपाल विश्वविद्यालयले तथ्य तथा प्रमाणमा आधारित नीतिनिर्माण सुदृढ गर्ने, उद्योगको प्रतिस्पर्धात्मकता बढाउने तथा नेपालको विकास एजेन्डामा शैक्षिक क्षेत्रको संलग्नता विस्तार गर्ने उद्देश्यसहित राष्ट्रिय पहलका रूपमा आइएजी संरचना प्रस्ताव गरेका हुन्।

बैठकमा मुख्य सचिव सुमन राज अर्यालको नेतृत्वमा वरिष्ठ सरकारी अधिकारीहरू, विभिन्न प्रमुख मन्त्रालयका सचिवहरू, निक्कीका प्रतिनिधिहरू तथा नेपाल विश्वविद्यालयका नेतृत्व सहभागी थिए।

बैठकको सुरुवातमा नेपाल विश्वविद्यालयका बोर्ड अफ ट्रस्टीका कार्यकारी समितिका अध्यक्ष लालकृष्ण केसीद्वारा प्रस्तावित आइएजी संरचनाको मस्यौदा प्रस्तुत गरेका थिए। उक्त अवधारणाले नीतिगत प्राथमिकता, उद्योगका आवश्यकता र शैक्षिक अनुसन्धानबीच रहेका दीर्घकालीन खाडलहरू पुर्नभर्न गर्न संरचित राष्ट्रिय संरचना प्रस्ताव गरेको उनले जानकारी गराए।

निक्की र नेपाल विश्वविद्यालय यस आइएजी संरचनाका अभियन्ता हुन् र उनीहरूले सरकारलाई सहकार्यका लागि आह्वान गरेका छन्। निकट भविष्यमा यस संरचनामा सबै निजी क्षेत्रका संगठन, विश्वविद्यालय र थिङ्क ट्याङ्कहरू समेटिने र एउटा विस्तृत मञ्च बन्ने केसीले जनाए।

केसीले राष्ट्रिय आइएजी चार्टरका उद्देश्य, प्राथमिक क्षेत्र, केन्द्रित कार्यक्षेत्र, सहकार्यको प्रस्ताव, संस्थागत संरचना तथा सरोकारवालाहरूको संलग्नता, कार्यान्वयनको मार्गचित्र र प्रमाणमा आधारित नीतिनिर्माण तथा कार्यान्वयनको कार्यसम्पादन मापनका लागि नतिजा म्याट्रिक्स प्रस्तुत गरे।

प्रस्तावित संरचनाले सरकारलाई रणनीतिक सहजीकर्ताको रूपमा, उद्योगलाई बजार सान्दर्भिकताको चालकको रूपमा र शैक्षिक क्षेत्रलाई एकीकृत तथा प्रमाण सिर्जना गर्ने साझेदारको रूपमा स्थापित गर्दछ। आइएजी मोडेलले एकपटकका कार्यक्रम वा अल्पकालीन परियोजनाभन्दा कार्यान्वयनमुखी सहकार्य, तथ्यांकमा आधारित डिजाइन र दीर्घकालीन संस्थागतकरणमा जोड दिन्छ।

छलफलमा सहभागि सचिवहरूले उक्त पहलको स्वागत गर्दै नेपालको अनुसन्धान तथा नवप्रवर्तन पारिस्थितिकी प्रणाली सुदृढ गर्नुपर्ने आवश्यकतामा जोड दिए। विश्वविद्यालयभित्र प्रयोगमुखी अनुसन्धान क्षमताको विकास, उद्योगको सहभागिता एउटै च्याम्बरमा सीमित नराखी विस्तार गर्ने तथा मापनयोग्य र प्रभावस्तरका नतिजा सुनिश्चित गर्ने विषयहरूमा विशेष ध्यानाकर्षण गराइयो। राष्ट्रिय मापदण्ड, बौद्धिक सम्पत्ति प्रणाली, सीपमा आधारित उद्योग तथा बलियो आइएजी सम्बन्ध विस्तारको आवश्यकता पनि औंल्याइयो।

छलफलमा समावेशिता, राष्ट्रिय हितसँग समन्वय तथा सरकार, शैक्षिक क्षेत्र र निजी क्षेत्रबीच तथ्यांकको एकीकरण सुधार गर्नुपर्ने विषयमा समेत जोड दिइएको थियो।

नेपाल विश्वसवद्यालयका उपकुलपति डा अर्जुन कार्की, रजिस्ट्रार डा सूर्यराज आचार्य तथा विश्वविद्यालयका प्रतिनिधिहरूले उद्योग सान्दर्भिक शैक्षिक कार्यक्रमहरू—माइक्रो–क्रेडेन्सियल पहलसहित—सुरु गर्ने र राष्ट्रिय प्राथमिकतामा सेवा गर्ने स्वतन्त्र ज्ञान साझेदारको रूपमा शैक्षिक क्षेत्रको भूमिका सुदृढ गर्ने प्रतिबद्धता व्यक्त गरे।

त्यसैगरी निक्कीका प्रतिनिधिहरूले निजी क्षेत्रको योगदानका लागि तयारी रहेको जनाउँदै सहभागिता विस्तार गर्न अन्य प्रमुख व्यवसायिक महासंघहरूसँग भइरहेको समन्वयबारे जानकारी दिए।

समापन मन्तव्यमा मुख्य सचिव अर्यालले उक्त रूपरेखाप्रति बलियो समर्थन जनाउँदै अवधारणाबाट कार्यान्वयनतर्फ छिटो सामूहिक कदम चाल्न आह्वान गरे। उनले यस पहललाई सरकारको व्यापक सुधार तथा सुशासन प्रयाससँग जोड्दै रूपरेखाको पहुँच र प्रभाव विस्तार गर्न सरोकारवालाहरूलाई प्रेरित गरे।

बैठकले आइएजी संरचना परिमार्जन र अगाडि बढाउन अनुगमन बैठक बोलाउने सहमति पनि गरेको छ। साथै, व्यापक उद्योग प्रतिनिधित्वका लागि नेपाल उद्योग वाणिज्य महासंघ, नेपाल उद्योग परिसंघ र नेपाल चेम्बर अफ कमर्सलगायतका प्रमुख व्यवसायिक संस्थाहरूलाई समेट्ने सहमति गरिएको छ।
